3 Place the mixture in the refrigerator for at least an hour or until the dough is firm before using.
4 Preheat oven to 350°F.
5 Shape the dough into ¾-inch balls and roll in the confectioner's sugar to coat completely.
6 Place the balls in a lightly greased cookie sheet or a cookie sheet lined with parchment paper. Arrange the balls about 2 inches apart.

DOH- Senate Sin Tax Bill approval a victory for health

The Department of Health believes that Senate Sin Tax Bill approval a victory for health.

Secretary of Health Enrique T. Ona lauds yesterday’s passage of Senate Bill 3299 (also known as the Sin Tax Bill), with 15 senators voting for it and only two voting against.

“The passage of this bill is a victory in our campaign to protect our people, especially the young and the poor, from the ill effects of smoking and excessive drinking. At the same time, the additional revenues will be used to fund the expansion of PhilHealth enrolment to the second poorest 20 percent of our population, upgrade and modernize our hospitals and other health facilities, and expand our existing preventive and promotive programs under Kalusugan Pangkalahatan,” Ona said.

The Senate approved version of the bill is estimated to generate incremental revenues of P40 billion in the first year of implementation. The House of Representatives earlier passed its own sin tax bill version, House Bill 5727, as amended, last June 6, 2012. The measure, a priority of the Aquino administration, will be sent to the bicameral conference committee for reconciling conflicting provisions prior to the approval of the President of the Philippines before the year ends.

Department of Agriculture "Hapag Yaman" Food Fair in Brussels

The Department of Agriculture hosted "Hapag Yaman" Food Fair in Brussels!

The Department of Agriculture, through the Office of the Agricultural Attaché in Brussels, spearheaded the staging of a Philippine food promotional event—Hapag Yaman: Top Chefs Working with the Best of Philippine Products—held October 22, 2012, at the Tour & Taxis-Entrepot Royal in Brussels, Belgium.

Hapag Yaman is part of the DA’s European Food Circuit Tour which presents Philippine agricultural products, in cooperation with the private sector, to the mainstream European market. It introduces an innovative concept of tapping renowned chefs to interpret dishes using quality and high value export food products from the Philippines.

This year’s event featured an ensemble of nine top chefs in Belgium and France, most of whom have Michelin stars attached to their establishments, who prepared gourmet dishes using Philippine bangus, prawns, octopus, cuttlefish, ube, pomelo, calamansi, mangoes, sauces and fruit syrups, coconut oil, coconut sugar, among others.

Undersecretary of Agriculture Antonio A. Fleta welcomed the guests to this by-invitation only walking dinner event, which was attended by Europe-based food importers, restaurateurs, catering service providers, government, business and diplomatic officials and Philippine exporters and representatives of the Filipino Community.

In his opening remarks, Usec. Fleta said, “We are proud that acclaimed chefs worked, tasted, enjoyed and were inspired by our product offerings. They can attest to the premium quality and distinctive mark and flavor of our food products.”

The chefs had a Philippine taste and flavor familiarization session in September at the Philippine Embassy and were handed product samples by participating companies. They were given a free hand in creating their own signature dishes but they have to work with available Philippine food products and ingredients for the Hapag Yaman event.

True to the vision of Hapag Yaman, the chefs came up with gourmet dishes familiar and appealing to the European palate. Featured dishes like Philippine octopus with misua, bangus escabeche, surf & turf cuttlefish, tiger prawn fremie and ube rice pudding in coco mousse, and calamansi coulis were served to the enjoyment of the guests. Guests were also delighted to taste a classic Philippine dish, the chicken tinola, with one Filipino guest saying, “It was one of the best tinolas I ever tasted.”

San Miguel Beer, C2 Iced Tea, Philippine Brand and Gina juices, organic coconut juice (Witsenburg Natural Products sourced from the Philippines), Gran Matador Brandy, Ginebra San Miguel gin, and Don Papa Rum were served throughout the evening.

Agricultural Attaché Pit Laquian said that Hapag Yaman serves as a platform of exchange for buyers and sellers that can view, taste and enjoy Philippine agricultural products in a conducive setting. Trade impact and sustainability is the twin-goal of Hapag Yaman.

“We wanted to get the message across that the Philippines is a reliable source of quality and safe food. Philippine food is at par with the world’s best. The event provided an extra opportunity to create awareness and to promote Philippines food products through a delightful gourmet experience,” Laquian added.

Completing the Philippine theme of the event is the adornment of the venue of tinalak fabrics made possible with the assistance of the Fiber Industry Development Authority (FIDA). The chefs and the members of the Hapag Yaman organizing team each donned also a barong Tagalog made from pineapple fiber, designed by Greenhills-based Cora DJ Manimbo Fashion House. The fabrics were also courtesy of FIDA.

Philippine and Europe-based companies that have thrown in their support for Hapag Yaman include: Agri-Nurture Incorporated, Air France-KLM, Alsons Aquaculutre Corporation, ASEAN Travel, Asia Express Food, Bluefin Seafood Export Corporation, Bleeding Heart Rum Company, Bohol Agro Marine Development Corp., Brandexports Philippines, Inc., Cabiokid Foundation, Castillejos Afri-Farms Corp., Cocowonder Coconut Food Products, Cora DJ Manimbo Fashion House, Fiber Industry Development Authority, Gracias Foods2 Inc., Groothandel Claessens, LCG International, Maes Inox, Marigold Manufacturing Corp, National Agribusiness Corporation (NABCOR), Nerissa Seafoods, Philfresh Corporation, Slagerij Luc De Laet-Van Haver, Spadel, Tagum Agricultural Development Company, Inc., and Witsenburg Natural Products.

DOH to lift temporary ban on the 6 affected Korean Noodles

The DOH is reported to lift temporary ban on the 6 affected Korean Noodles

The Department of Health (DOH), through the Philippine Food and Drug Administration (FDA), has undertaken laboratory testing of recalled samples of Korean Noodles from the market shelves last week. The test results have been reassuring, as benzopyrenes have been found below the limits of benzopyrenes set for the recall advisory. The results are all less than 5 ppb, far below the regulatory limit of 10 ppb.

Furthermore, the Korean officials have offered assurance that the subsequent products of the affected brands are safe, including the non-affected brands.

The Department of Health will undertake coordination with Department of Trade and Industry and Bureau of Customs that the temporary ban on the 6 affected Korean brands be lifted starting today.

DOH Recall Korean Noodles

DOH Recall affected Korean Noodles.

The Department of Health (DOH), through the Food and Drug Administration (FDA), issued a recall for affected Korean noodles since 30 October 2012 after validation, coordination, and consultations with the Korean FDA.

The Philippine government, as a line of defense to protect the Filipino public in matters of food safety, undertook:

a. Discussions with the importers of Korean noodles and they agreed on a rapid recall and inventory. To date, only two active importers have these 6 affected Korean noodles. The companies are: Nextrade Philippines and Assi Philippine Trading Corporation. Five (5) other importers have either closed shop or are not trading the affected noodle products. There are 55 brands of Korean noodles but only 6 brands have been confirmed as the affected brands with Benzopyrene. The 6 brands are:NongshimNeoguri Mild, Nong Shim Big Bowl Noodle Shrimp, Nong Shim SaengSaengUdon Bowl Noodles, Nong Shim SaengSaenUdon, Nong Shim Neoguri Hot, Nong Shim Neoguri Hot Multi. The affected ones have particular expiration dates for identification and tracking. Many of these products have expired dates for consumption already while only one product extend until January 2013. Other Korean noodle brands are safe for consumption. Korean noodles in the Philippines must have corresponding English translation of product details in the label.

b. As of 5 Nov 2012, FDA inspectors have reported recall of 13 boxes and 124 loose pieces of the affected Korean Noodle products. There is assurance that such products are no longer in the market shelves.

c. Additionally, FDA laboratory has been undertaking Benzopyrene analytical assessment as part of due diligence for the affected brands and non-affected brands. Results will be released in due time.

d. Temporary ban on the importation of the affected brands has been issued until such time that lab tests have proven that the levels are within acceptable limits and safe for consumption and Korean authorities have provided assurance of safety for future batches of the products.

e. The DOH is in coordination with Bureau of Customs and Department of Trade & Industry on the matter and the matter will be resolved soon.

f. Current risk assessment of the issue informs us that the affected brands source of benzopyrene, a cancer potential chemical is from the dried bonito powder, which may have occurred due to smoking process. Based on Korean authority lab analysis, the levels range from 0.4 to 1.6 ppb, and almost no harmful effects on human body. But as a precautionary measure, recall was done.

g. If necessary to compare, a rough estimate is smoking ten cigarettes sticks is equivalent to eating 60 bowls of the affected Korean Noodle products.
